sorry, I did't know I was talking with the author, since you know what was in the books he was reading.
MC managed to track down his bloodline and couldn't find a single hint of how the magic development was going since his time? His main focus. Also, you tell me to not assume what he knows or not while you fully assume that, instead of the author not covering a plot hole, the content of the books he have read, while getting overly excited to talk about magic just to rub our noses on what the MC's priorities are, did not have any info on magic research... How does a experienced researcher not find anything in so many books? And I point it out again, the dude found his bloodline... In a middle ages setting... And if he is reading about battles, since the books came from his brother... In a world with mages, you are telling me he didn't notice the decline in the mentions of troops used to fight? Or his brother got him a super specific book, that only have information about warriors and his own bloodline... From his father who holds pride in his mage ancestor and kicked him out for not having an affinity. Or from a MAGIC knight school? Also also, time and time again it was shown that not having an affinity and being unable to use magic are not related. So, again, this dude, with knowledge from 2 lives, is oblivious to the mention of his favorite topic in a few dozens of books and doesn't know 'common sense'?
I am not saying that this is the "ultimate trash isekai" (not that this is an isekai, before you get triggered), but it is far from the perfection you want others to interpret from your words.
The thing you like has a flaw, get over it. We are not hating on the thing, there is a plot hole and people are commenting on it. Perhaps in the future, it will be better explained. Or the author will just ignore
to force a "naive" OP reincarnated MC. Which Shikkakumon no Saikyou Kenja does a better job.

@MarceloYuri : The books likely describe battles, and major events in general, but not specifics like the exact spells used. Plus there was likely a biased choice in the selection of the books to focus more on martial aspects as opposed to mystical, due to his brother wanting him to train to be a knight. It makes 0 sense to give someone who they assume can not use magic books on current magic theory or basic spellcasting. the MC is a unwanted and cast aside child who is not receiving a proper education, and likely not even publicly acknowledged by his family.

No one in his daily life is using magic around him

The necessary info to tell it has devolved instead of advanced is not accessible to him yet. His life is to isolated for him to have developed the knowledge.

Never assume that the character has info that the story does not explicitly state he does not have way to. Many of the "X is an idiot for not knowing Y" comments you see on these forms are really cases where X has no justification for knowing Y in the first place, but since the reader does they idiotically assume X must have access as well.

@Ronye yes I have, but my own wish fulfillment hopes for an actual unique story where the protagonist has to work for his power again instead of just restarting as over powered.

I would actually be surprised if the author subverts our expectation and shows that magic has advanced significantly and Epthal's rebirth skills are weak or barely average compared to his brother. I'm sure everyone is already expecting another "magic has degenerated and now my old magic is superior" plot line.

The MC is assuming magic has advanced, because that is what it should do in 4 centuries and he has no evidence to the contrary (His mother can not use magic and it seems the only other person in his life is his 1/2 brother after him and his mother were sent away and forgotten about, heck it would not surprise me if the living expenses are coming from his brother and the father has already fully disowned and forgotten about them). Even with the dragon he was no close enough to see the full flow of the fight.
